First impressions are it is a report that doesn't have any new idea's in it . The first 40 cow subsidy will have the wrong effect in that people with 60 cows might cut back to 40 . Top slicing everyone to support a few will not be popular , at least it wasn’t when we talked about it last summer at committee meetings ., Trying to irradiate disease is a worthy cause but not every one has a problem (But more than realise) . Something needs to be done to help hill sheep , I would suggest supporting the production of breeding females (Cross or pure) which might rekindle the old stratification of the Scottish sheep industry . The Hills can produce good quality health scheme ewe lambs leaving the better land to concentrate of fat lamb production.

If the Single Farm Payment, or its future replacement, is related to actual farming activity, I see no reason (other than for public image) why it should be capped at all. In fact I think it would be wrong to cap it.

I think pillar 1 should be capped, but not pillar 2 which should incentivise.
